They have to keep it legal. Making a chemical illegal will just force chemists to mess about with the chemical structure, yielding a more harmful chemical which is legal. This process just continues as we've seen with benzo fury. Governments need to do more research, and possibly bring a system in place where people selling the stuff provide better information
