Whether necessary or not it's still the controllers job to censor content such as this and seeing as the controller asked and was refused permission to use the joke on the show beforehand, yet still gave the go ahead, the fault is with the controller, it's not the job of talent to censor their own material, thats why there are controllers of content in the first place. To be honest i didn't even find it that offensive and the blame has been placed squarely away from the bbc's failing behind the scenes staff.
